Introduction


The Association for Tutoring Profession’s (ATP) mission is to foster the advancement of tutoring to enhance student academic success. The goals, as stated in the constitution are to; provide a network through which current trends in practice can be identified and innovations disseminated, enhance the status of professionals, paraprofessionals and students working in the field, stimulate research in the field by offering a forum at which information can be shared, and to work collaboratively with other national, regional, and state organizations and persons having purposes supportive of, or in harmony with, the concerns of the ATP.


As a result of the highlighted goal, that is part of our constitution, it is proposed that ATP support and work collaboratively with those individuals interested in bringing the mission and goals of the ATP to individuals at the state level.


By the nature of its position, ATP has a broader perspective and wider scope of activity than envisioned by state chapters/affiliates. In the same regard, these state chapters/affiliates have a more specialized perspective to offer on the grassroots level. Whether the organization is a state chapter or an affiliate, it is envisioned that each group has a unique role to play in the world of tutoring.

The purpose of the chapter/affiliate partnership is to enhance both the ATP's and its affiliated organizations' capacity to build effective relationships within their respective communities with tutoring professionals, paraprofessionals, students, teachers, leaders from schools, legislators, businesses, media and other individuals dedicated to the process of improving and enhancing student academic success. By working together and sharing resources, we strengthen all our efforts.


Chapters/Affiliates Policies and Guidelines


Chapter/affiliate organizations that are formed with support from ATP are recognized as "ATP chapters." Organizations already in existence, with a similar mission as ATP are recognized as "ATP Affiliates."


(Chapter/affiliate must abide by the governing rules set out below.)

 
  1. The purpose/mission of the state chapter must be aligned with the mission and goals of ATP.
  2. The individuals who serve as the governing body, the officers, of the state association shall be required to be members of ATP.
  3. Members of the state chapter who wish to join ATP may do so for $5 for the first year and at the regular ATP membership fee thereafter.
  4. To have plans for membership development.
  5. The following governing rules for both ATP chapters and affiliates will be required and submitted for review to the national organization;
  • Organization name reflecting geographic location if appropriate.
  • A clearly stated mission/purpose and goals statement.
  • A constitution and by-laws.
  • A list of chapter/affiliate officers and members. (It is suggested that terms of officers be staggered to ensure continuity of elected officers and stability of the organization.
  • The Officers of the organization must be ATP members in good standing.
  • ATP may request submission of accounting reports for self-audit purposes.
  • Submission of an annual report.
  • Inform members of ATP, its programs, and its publications, and encourage membership in ATP.
  • To have dissolution of funds clause that clearly takes care of excess funds in the event of dissolution of the organization.
  • Nonrestrictive membership clause that states that no chapter/affiliate may require membership in another organization as a prerequisite for membership. No chapter/affiliate may deny membership on the basis of race, color, ethnicity, national origin, religion, sex, sexual orientation, marital status, political persuasion, disability, height, weight, or age, except in cases of establishing a minimum age requirement. In exceptional cases chapters/affiliates may consider restricting memberships based on criteria other than those listed (e.g. geography).


Committee Support to Chapters and Affiliates


The chapters committee is charged to promote the mission and the goals of ATP by:

  1. Acting as a liaison between chapters/affiliates and ATP.
  2. Supporting and encouraging chapter/affiliate activities that adhere to the goals and mission of ATP.
  3. Identifying and encouraging individuals and leaders of chapters/affiliates.
  4. Encouraging membership in chapters/affiliates and ATP.
  5. Encouraging collaboration between chapter/affiliates and ATP.
  6. Making recommendations to ATP on how to better structure activities to meet the needs of chapters/affiliates.


Services Provided to Chapters/Affiliates

  1. ATP provides training for new officers of a state chapter at national conferences.
  2. ATP provides guidelines for state constitution and by-laws.
  3. ATP informs the membership of state chapters/affiliates of conferences.

  4. ATP provides links to state chapters/affiliates via its main web page.
  5. ATP acts as a clearinghouse of ideas between all chapters/affiliates and works to coordinate attendance at conferences or on-line workshops.
  6. ATP works with chapter/affiliates to develop certification criteria and offers ATP certification to chapter/affiliate members who fulfill ATP certification guidelines.
  7. ATP allows opportunities for chapter/affiliate members to publish in ATP's newsletter and journal.
  8. ATP provides board members to conduct training workshops and to speak at state conferences. (If chapter/affiliate have funds to offset expenses, then they will be asked to do so. If not, the chapter/affiliate could offer these workshops as fee-paying events to cover expenses.)
