Constitutional Amendments may be suggested and submitted by any member in good standing.  The Constitution and By-Laws Committee Chair shall prepare documentation of any proposed change at least thirty days before the annual conference for discussion by the Constitution and By-Laws Committee.

Constitution Chair shall lead discussion among Constitution and By-Laws Committee members during the conference concerning suggested amendments.  A simple majority of the committee shall determine whether or not to forward the amendment to the Executive Board.  Chair shall document the decision and forward appropriate notification.
